National Care Service: Expert Legislative Advisory Group

Overview

We set up an Expert Legislative Advisory Group on 28 March 2024, adding to our other engagement with people with experience of accessing and delivering social care support. The group's focus is the process for development of Stage 2 amendments. This meets the Health, Social Care and Sport Committee (HSCSC) recommendation 107 to establish a group like this.

The group has expertise in the delivery of:

  • social care
  • social work
  • primary and community health services

The group will use this expertise to aid the development of the National Care Service (NCS) legislation. It will act as a sounding board and give advice to the Scottish Government and will consider and discuss issues related to the NCS (Scotland) Bill.

  • meeting 1 – 28 March – introductions
  • meetings 2 and 3 - 11 and 18 April – National Care Service Board
  • meetings 4 and 5 - 25 April and 2 May - NCS local reform
  • meeting 6 - 9 May – NCS principles
  • meeting 7 - 16 May – NCS procurement
  • meeting 8 - 23 May – NCS charter, complaints and advocacy 
  • meeting 9 - 30 May – Anne’s Law, children's services and justice services
